Aam Adami Party Leader & Zonal Incharge Rajkumar Topannavar on Monday filed a complaint with Anti Corruption Bureau (ACB) against Belagavi Smart City limited (BSCL) and Tractebel India pvt limited here.
Topannavar registered the case alleging that there has been rampant corruption happening in the execution of Smart City Projects in Belagavi.

We have raised many complaint in the last few years to MD KUIDFC, Chairman & MD Belagavi Smart City Ltd(BSCL). KUIDFC is the nodal agency for implementation of Smart City Mission in Karnataka. None of these above Organizations have positively responded to our complaints regarding rampant corruption in execution of Belagavi Smart City Projects and appointment of non qualified and inexperienced Engineers.
There has been rampant corruption happening by diverting the funds reserved for primary & Secondary drains which are similar to Raj Kaluve in the Financial Action plan of BSCL. This fund has been diverted to construct roadside drains without proper Engineering & design only to exhaust the funds. Due to non development of primary &secondary drains flooding is observed in low lying areas of Belagavi City if there is heavy rainfall for 3 consecutive days and it has become an annual event.
Several complaints have been raised regarding the quality of concrete and paver roads which have been constructed under smart City works, They quality of road work is very poor, roads have developed cracks and undulations with poor ride quality, We have submitted many proof but there has been no action or reply for our complaints
KPTCL road which is hardly 800 meters was developed as a smart road, it has developed many cracks which shows the quality of execution of work and bad design. In many places pavers work has unequally settled. On the same lines Mandoli Road was planned as a smart road without proper planning and execution, till date the road work is not complete and become a nuisance, 1 person has lost his life due to open trench. These roads are suppose to last atleast 20 years but they have developed cracks within 2 years. This shows that the Project Management Consultant Tractabel India Limited has failed in quality audits & providing quality Engineering service. They have connived with Officials of BSCL & approved the various of stages of works & payments on these two roads. This clearly shows corruption has happened at every stage.
Major roads of Belagavi City which were in good conditions were taken up for concrete roads unnecessarily wasting public funds which could have been utilized for public amenities. Some of these roads taken up for concrete pavements do not have enough traffic flow & they are in remote locations & of no use to majority of the public, This was deliberately done to exhaust the funds.
Moreover this roads are not planned & designed as per Urban design standards & have developed cracks prematurely, undulations & bad ride quality which shows Officers incharge & PMC Tractebel India Officials have failed in Quality Control. The PMC have not deployed any qualified Professionals for designing, preparing design documents which have led to improper utilization of funds. All road project drawings have been prepared by the Contractors as per their requirements on adhoc basis, This has led to over estimation & improper execution. When PMC has been specially appointed for this purpose, They have deliberately failed in providing drawings & depending on Contractors. PMC, BSCL Officials & Contractors are hand in glove in this corruption.
Funds were allocated for junction improvements, so far all junctions executed by BSCL are unscientifically designed and executed for ex. Rani Chennamma Circle, Kolhapur Circle, Junction of KLE’s JNMC & KPTCL Junction, Gogte Circle. This clearly shows that funds have been misutilized & wrongly approved for payments.
Corruption has happened due to BSCL has not appointed the Chief Urban Planner post & they have diluted the qualification criteria of Team Leader of PMC deliberately & they have appointed unqualified & ineligible Engineers like Abhishek Mendigeri, Rukhaiya Hadalage & Krishnamurthy, such practices have led to corruption, mismanagement & wastage of Public funds while this has not benefited the quality of life for Citizens of Belagavi.
Action should be initiated against Belagavi Smart City Limited Officials & PMC Tractebel India Ltd for mismanagement & wastage of funds by their deliberate negligence & corrupt practices.
