To improve the road safety in Karnataka, the Transport Department has undertaken to automate issuing of Driving License by testing the driver’s skills, in an automated environment and recording them. This environment tests, records and assesses the skills of the driver before passing them to issue the driving license. Leveraging multiple technologies, the entire process ensures accuracy and minimizes human interaction, leaving no scope for manipulation. The rigorous test procedure also bars bad drivers seeking driving licenses, allowing safer roads for the citizens.
This system has been installed and is in use at Bengaluru Electronic City, Hassan, Mysuru, Dharwad, Kalaburagi, Shivamogga and Jnanabharathi Bengaluru. In contribution to this effort, Transport Department, Government of Karnataka proposing to implement further similar testing centers at Belagavi.
ADTS is an electronic sensor based IOT (Internet of Things) technology to automatically evaluate the driving skills on a pre-determined track to accommodate motor vehicles. The tracks are designed in various shapes with driving challenges like up-gradient, reverse driving, traffic signals and parking to assess the driving skill of the license applicant. The driving tracks are provided with smart poles as track edge sensors on either side of the road. The moment the vehicle touches a smart pole, signals are passed to the control centre and the marks are accordingly deducted. Any driver touching more than the specified number of such smart poles in a given span of time will be disqualified in the test.

The Ministry of Road transport and Highways is working with the state governments and civil societies to introduce several measures to improve the current situation. Efforts are being made to set up driver training schools and to generate awareness on road safety across the country. However, national and international reports continue to emphasize on the persistent unethical practices in the process of issuing driving licenses in India.
The current system of issuing driving license is heavily dependent on human interpretation of the driving skills leaving large scope for manipulation. Considering that India already has the highest instances of road accidents in the world, there is an urgent need to introduce reforms.
