In the Budget of FY 2022-23, CM Basavaraj Bommai had announced ‘Global Emerging Technology Design Centre (GETDC) will be established at Belagavi in partnership with enterprises al an estimated cost of Rs.150 crore’ in the budget speech to improve the competitiveness of Karnataka in the Engineering and Research.
The Karnataka Digital economy Mission (KDEM) is yet to call for Expression of Interest (EOI) to set up a Special purpose Vehicle (SPV) for the implementation of the same.
2) MD, Karnataka Information & Technology (KITS) in letter read above has proposed establishment of Global Emerging Technology Design Centre in the ‘Hubballi – Dharwad – Belagavi cluster’ on PPP mode in association with Karnataka Digital Economy Mission (KDEM) and Industry Partners to strengthen Engineering Research and Development testing and prototyping infrastructure in the region, In the Engineering Research and Development Policy 2021 of the State Government it is stated that a testing and prototyping infrastructure will be provided through a consortium of Global Capability Centres and Engineering Service Providers to cater to the high domestic demand of Engineering Research and Development startups and MSMEs
3) Global Emerging Technology Design Centre will focus on supporting an “Idea to Product” journey and reinforcing the Make in India Vision. Entrepreneurs, startups and MSMEs have good domain knowledge but due to limited resources often struggle and need support during the “Idea to Product” journey. Incremental innovalions are needed for the long term economic viability of product companies which aspire to develop world class products. The Global Emerging Technology Design Centre will provide entrepreneurs access to a world-class facility for creating their products in a cost-effective manner. As most of the facilities are concentrated in metros, there is a need for providing such a facility in tier-2/3 cities. The Global Emerging Technology Design Centre will be an innovation driver, supporting Startups in Engineering Research and Development and help in exposing the startups to world class manufacturing and quality systems. The Centre will focus on ESDM, mechatronics, clectromechanical product and such other domains.

4) The Global Emerging Technology Design Centre will have facilities for product design and development, ESDM tools, VLSI design software tools, precision electronics, simulation, sketching tools, visualization tools, CAD software tools and associated hardware, high performance computin & systems, AR/VR_ systems, reliability and durability analysis software tools etc. The Centre will also have rapid prototyping eco system and product verification and validation resources,
5) ‘Lahari’ of Mysuru, an initiative of Government of Karnataka and Government of India, shall provide the necessary technical support in testing, quality assurance, quality compliance ete. The Centre will also provide training for product engineers in various engineering and manufacturing process and tools
6) The Design Centre will be a consortium / SPV of industry players, anchored by KDEM, the implementing agency, The consortium / SPV of industry will be section 8 not-for-profit Company with share holding of 33% by Government and 67% by industry players. KITS and KDEM shall enter into a tripartite agreement with the consortium / SPV. KDEM shall be responsible for supervision, management and disbursement of the funds
7) The total cost of setting up of Global Emerging Technology Design Centre is estimated to be Rs.150 crores, out of which capital expenditure is estimated to be Rs.120 crores and operational expenditure is estimated at Rs.30 crores. The State Government would provide Rs.50 crores as grant-in-aid and the balance of Rs.100 crores shall be the contribution of industry partners, Land and building of the Centre is estimated to cost Rs.40 crores. Lab testing, electronics, mechanical tools and equipment, IT infrastructure ete is estimated to cost Rs.80 crores.
