Shri Nitin Gadkari, the Union Minister for Land and Transport, inaugurated the Belagavi – Banapura Road in Belagavi on March 21, 2018 at the Suvarna Vidhana Soudha in Belagavi. Accordingly, a detailed project report has been prepared and submitted to the National Highway Authority.
But as per the latest revised circular by the National Highway Authority of the Central Government, the state government will have to pay 50 per cent of the cost of acquiring the land required for the project. Correspondingly, R.O. Bengaluru has written to the State Government and requested to submit a letter of approval for 50% of the funds required for the land acquisition of the project.
Although Belagavi is the 2nd capital of Karnataka and the most populous city still there is no Ring Road. The construction of Bypass Road, the long-standing demand of the citizens, is essential to address traffic congestion in Belagavi and to curb accidents and to prevent disasters in the city environment.

Compared to Belagavi, The bypass road is under construction in smaller cities like Bagalkot, Vijayapura, Kalaburgi, Bidar, Gadag, Hubli-Dharwad and Mudhola are also roundabout!

Belagavi being second capital of Karnataka, also regional capital of Mumbai Karnataka. Many products exported from the agriculture, commerce, industry and defense sectors of the Belagavi city. Construction of the Ring Road / Bypass Road will be essential for the development of all these activities.
Belagavi is connected by National Highway 4 (48), National Highway 4A (748) and the announced National Highway (SH-20) Raichur-Bachi Road. Other state highways, such as SH-141 and SH-54, and other district highways also passes through the heart of the city. Additionally, the city roads of Belagavi also connected to the Sambra Airport and Belagavi railway station. This has caused congestion.
Belagavi city is one among the Top 20 cities selected for Prime Minister’s dream project -Smart City mission, and rebuilding the city’s roads. And Belagavi City is home for the Air Force Training Institute, The Maratha Light Infantry Regiment Center, The International Level Airport and the Vishweshwaraiah Technological University, Rani Chennamma University, many engineering and Medical Colleges, schools, and many government and privately owned enterprises. Above all these, Suvarna Soudha, the 2nd Legislative Building of the Government of Karnataka, is also located in Belagavi

Every year, the Winter Session of the Karnataka Legislative Assembly is being held at the Suvarna Vidhana Soudha. Dharna Morcha and other protests by various organizations during this period have been the biggest headache for the police department and the district administration in maintaining law and order. To solve this problem The bypass road should be built between Sambra Airport and Suvarna Vidhana Soudha for faster vehicle movement.

Considering all the above points, it has been requested to submit a letter of approval to the National Highway Authority to immediately approve the 50 percent of the land acquisition by the state government to meet the long-standing demand of the people of Belagavi. And in this regard, the financial system is requested to be incorporated in the upcoming State Budget. This would allow the National Highway Authority to reopen the land acquisition from the Stage-1 Clearance and Land Acquisition Committee, to commence work.
In the case of a special scheme, the state government should take note that if the central government abandons the entire project, 50% of the cost of land acquisition of the project will be abandoned and the state government will have to pay around Rs.3000 crores to Rs.5000 crores And this money may have to be borne by the state government in the future. It feels like an impossible thing.
Considering all the above, the request of the citizens and people’s representatives of Belagavi to submit a letter of acknowledgment from the State Government to the National Highway Authority immediately for submitting a consent letter of Rs.190.00 Crores.
